This pillar is about making the everyday reliable, through systems that last, not personalities that come and go.

Legal Basis Summary: 

Under the Decentralization Act (Law 7/2010), councils are responsible for ensuring local services are delivered. This includes roads, street lighting, and public safety coordination. Councils operate as autonomous bodies under the Act. All spending follows Public Finance Act and Regulation requirements. The Audit Act ensures oversight.

What it is:

A public commitment to clear standards for how the ward office responds to complaints and requests—with timelines, tracking, and monthly reporting.
