Transparency & Accountability
Full Implementation Plan (2026-2031)
Timeline: Years 1-5*
Goal Statement:
Renew Feydhoo's traditional Holhuashi, a space for gathering, resting, and community life, with modern amenities while preserving its cultural significance. Create a welcoming environment that serves elders, fishers, families, and youth alike.
Why This Matters for Feydhoo-Magudhoo
The Holhuashi has always been more than just a structure. It is where stories are shared, where elders rest, where fishermen gather after a long day, and where neighbors become family. For generations, this space has been the heart of our community.

But time has taken its toll. What was once a vibrant gathering place now needs care and renewal. This project is about bringing that heart back, creating a space that honors our traditions while serving the needs of today's community.
Legal Basis Summary:
Under the Decentralization Act (Law 7/2010), city and island councils have authority over local infrastructure and public spaces. Councils are mandated to plan and implement community development projects. Historically, this has allowed councils to maintain harbors and build small-scale infrastructure such as parks, shelters, and public amenities. This project falls squarely within the council's legal authority.
Program 5A: Open Council - Public Dashboards & Procurement Transparency
What it is:
A systematic approach to publishing ward information, projects, budgets, procurement, decisions—so residents can track what's happening in real time.
